ERG-VERBUND Electricity Generation Company, in which ERG is the majority shareholder, has applied to operate the AFŞİN-ELBİSTAN thermal power plant, Turkey’s largest power plant with a capacity of 4 x 344 MW, by carrying out the necessary rehabilitation and desulfurization of its four units and adding two new units. The purpose of the project is to modernize, expand, and operate the existing AFŞİN-ELBİSTAN power plant and coal mine, which will be leased from the Republic of Turkey for 20 years. At the end of this period, the power plant will be returned at full capacity, having been upgraded and made more efficient.

This power plant is designed to continuously and safely burn low-calorie lignite without using natural gas or oil to generate electrical energy. The 4-unit power plant and coal mine will be operated at maximum capacity. It will be possible to extract 30 million tons of coal annually for maximum production and transport approximately 75 million m³ of ash to the waste material storage facility.

According to recent studies, the total lignite reserve in the AFŞİN-ELBİSTAN area is 3.2 billion tons. Thanks to new technologies, 1.8 billion tons of lignite can be extracted economically through open-pit mining.

The total reserve is spread over an area of 120 km². There are three suitable reserves in this area. The first of these is Kışlaköy. Kışlaköy supplies coal to the existing 4 x 344 MW AFŞİN-ELBİSTAN thermal power plant. The total lignite reserves suitable for mining in the Kışlaköy region are 600 million tons.

The average calorific value of the three reserve areas mentioned is 1,100 kcal/kg. The lignite in these reserves has a 44% ash content and a 56% moisture content.
